The goal was a high-quality video format that any website or browser could use for free, without paying royalties the way many licensors of the dominant H.264 codec had to — a deliberate bet that royalty-free video would help the open web compete with proprietary formats, which is exactly why so much browser-native recording and streaming defaults to WebM today.
