Do meta tags actually improve Google rankings?

Not directly. The title tag mainly helps communicate what a page is about, and the meta description mainly influences how a result is presented and clicked — neither is a direct ranking factor the way page content and links are. That's exactly why unique, accurate metadata on every important page still matters: it shapes whether someone clicks your result, even if it doesn't move you up the rankings by itself.

Why doesn't this generator include a 'meta keywords' field?

The meta keywords tag was part of the earliest days of HTML metadata, meant to let a page list the topics it covered — but webmasters quickly discovered they could stuff it with irrelevant popular terms to try to manipulate rankings. The abuse became so widespread that on September 21, 2009, Google's head of web spam, Matt Cutts, publicly confirmed what had quietly been true for years: "Google does not use the keywords meta tag in web ranking" at all — not even as a minor signal. Open Graph tags, by contrast, are a much younger addition: Facebook introduced the protocol in April 2010 to control how shared links appear as rich previews, and Twitter, LinkedIn and others adopted the same format soon after — which is exactly why this generator includes Open Graph fields but leaves meta keywords out entirely.
